MANAGER OF FINANCE AND ADMINISTRATION
One year maternity leave contract

CANADIAN JOURNALISTS FOR FREE EXPRESSION (CJFE) is seeking a one-year contract Manager of Finance and Administration to manage financial operations. CJFE is a Toronto-based NGO. One of its main projects is managing the International Freedom of Expression eXchange (IFEX), a freedom of expression clearing house for more than 70 organizations worldwide. Reporting to the Executive Director, the Manager of Finance and Administration will effectively manage all financial operations of CJFE, including IFEX projects (annual budget of $1-2 million) and the Canadian International Freedom of Expression Trust (CIFET). S(he) will ensure that the Toronto office operates smoothly and that resources are used appropriately and effectively. S(he) will also contribute to the overall success of the organization by working cooperatively and effectively with the management team and others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.

Responsibilities include:

  • Financial Accounting and Reporting
  • Preparing the annual budget in consultation with the Executive Director and/or the Finance Committee
  • Developing and preparing regular and ad hoc financial reports for the Executive Director, the Board of Directors, donor and regulatory agencies"
  • Coordinating the annual audit
  • Implementing financial policies and procedures
  • Providing guidance to all CJFE-IFEX programme and fundraising staff with respect to budget development and monitoring and adherence to policies and procedures
  • Overseeing accounts payable, accounts receivable and donation processing
  • Ensuring that all statutory requirements of the organization are met including Charitable Status, Withholding Payments (CPP, EI), Income Tax, Goods and Services Tax, Employer Health Tax
  • Liaising with the Treasurer, Finance Committee as appropriate
  • Payroll Preparation and Administration

  • Overseeing all payroll functions to ensure that employees are paid in a timely and accurate manner
  • Negotiating and managing the employee insurance and benefits plans
  • Processing and submitting statutory and benefits remittances on time
  • Issuing annual T4s and T4As
  • Office Administration

  • Managing the physical resources of the organization, including office equipment and space, and ensuring they are adequately inventoried, maintained and insured
  • Managing information technology and overseeing local network administration
  • Assisting in the overall administration of human resources, including compliance with organizational policies and relevant laws and statutes
  • Monitoring all legislation relevant to the organization (employment standards, occupation health and safety, human rights, etc) and all regulations on professional certification to ensure that the organization is compliant
  • Developing and implementing office procedures and operations
  • Knowledge, Skills and Abilities

  • University Degree or College Diploma in Accounting, Commerce or Business Accountant designation is an asset.
  • Knowledge of generally accepted accounting principles
  • Knowledge of federal and provincial legislation affecting charities
  • Knowledge of provincial legislation on Employment Standards, Occupational Health and Safety, and Human Rights
  • Knowledge of the voluntary sector
  • Proficiency in computer programmes for accounting, word processing, databases, spreadsheets, email, internet
  • Experience in generating budget proposals, budgets and reports for international donors
  • Excellent organizational skills and ability to think strategically
